National Energy Administration's Notice on Applying for New Energy Demonstration Cities

Development and Reform Commission (Energy Bureau) of each province (region, city) and Development and Reform Commission of Xinjiang Production and Construction Corps:
Cities are important carriers of human activities and economic and social development, as well as regions with concentrated energy terminal consumption. The clean and efficient utilization of urban energy has a significant impact on the sustainable development of cities. In order to implement the 12th Five Year Plan for the development of renewable energy, increase the proportion of clean energy in cities, and promote the construction of a resource-saving and environmentally friendly society, the National Energy Administration will organize the application work for new energy demonstration cities and industrial parks. The relevant matters are hereby notified as follows:
1、 Guiding ideology and work approach
New energy demonstration cities refer to cities that fully utilize the abundant renewable energy sources such as solar energy, wind energy, geothermal energy, biomass energy, etc. in urban energy development, so as to achieve a high proportion or large utilization scale of renewable energy in energy consumption.
The guiding ideology for the construction of new energy demonstration cities is to implement the scientific outlook on development, with the goal of optimizing the energy structure and establishing a modern energy utilization system. Following the principles of "clean and efficient, multi energy complementarity, distributed utilization, and comprehensive coordination", actively explore the application of various new energy technologies in urban power supply, heating, and building energy conservation, reduce the dependence of urban development on fossil fuels, increase the proportion of new energy utilization in urban energy consumption, and enhance the sustainable development capacity of cities.
The main content of the construction of new energy demonstration cities is to promote the promotion and application of various renewable energy and technologies in cities, advance the utilization of solar thermal energy and distributed solar photovoltaic power generation systems, distributed wind power generation, biomass clean fuel utilization, urban solid waste energy utilization, geothermal energy and surface water and air energy utilization, new energy power transportation, etc. Promote technological progress that adapts to the utilization of new energy, establish management systems and policy mechanisms that adapt to the development of urban new energy, etc.
The declaration entities for new energy demonstration cities are prefecture level cities and county-level cities (excluding county-level cities that have already applied for green energy counties). Sub provincial and above mega cities can choose one of the urban areas to apply, and industrial parks with significant potential for renewable energy utilization can apply for new energy demonstration parks. New energy demonstration cities are uniformly organized and declared by the energy regulatory departments of each province (region, city).
2、 Basic conditions and evaluation indicators
(1) Basic conditions
New energy demonstration cities should meet the following basic conditions:
1. Comprehensive ability meets the standard. Complete the total reduction task of major pollutants issued by the national and provincial (regional, municipal) governments on schedule; The energy consumption of industrial added value of units above a certain scale is lower than the average level of the whole province (district, city), or the decrease in energy consumption of units above a certain scale during the 11th Five Year Plan period is greater than the average decrease in the whole province; Newly constructed buildings meet the energy efficiency requirements of the local area; The quantitative assessment of comprehensive improvement of urban environment in the previous year shall not be lower than the average score of the whole province (district, city).
2. There is a good foundation for the utilization of new energy. At least two types of new energy utilization have good conditions. The proportion of urban new energy consumption to total energy consumption shall not be less than 3%, or the annual utilization of new energy shall reach 100000 tons of standard coal. The available new energy mainly includes solar energy, wind energy, biomass energy, geothermal energy in urban areas, as well as other locally produced renewable energy consumed in urban areas.
(2) Evaluation indicators
The evaluation indicators for new energy demonstration cities include three categories:
1. Index of new energy utilization. At the end of the planning period, the proportion of urban new energy in energy consumption will reach over 6%. The planning period is from 2011 to 2015.
2. Classification of new energy utilization indicators. Classification indicators are used to evaluate the utilization level of a certain new energy utilization method in cities, including indicators such as solar energy, wind energy, biomass energy, geothermal energy, etc. The declared city can choose at least two categories based on its own resource characteristics.
(1) The solar energy utilization indicators include two categories: solar thermal utilization indicators and photovoltaic power generation installation indicators, and one of the two types of indicators can be chosen. The requirements for the indicators are as follows: the cumulative solar water heater collection area should reach 1 million square meters, or the per capita solar collection area should be greater than 360 square meters per thousand people; The cumulative urban solar distributed photovoltaic installed capacity exceeds 20000 kilowatts.
(2) Wind energy utilization mainly refers to distributed wind power that is connected to the city's distribution network and consumed locally. The indicator requirement is that the cumulative installed capacity of distributed wind power is greater than 100000 kilowatts.
(3) There are two indicators for the utilization of biomass resources. Firstly, if the consumption of biomass as a substitute for urban energy exceeds 100000 tons of standard coal, selecting this indicator is a mandatory option; The second option is to have a scientifically reasonable urban biogas and sludge resource utilization plan.
(4) The requirement for geothermal energy utilization (including surface water and air energy) is that the newly added geothermal (heat pump) heating or cooling building area should be greater than 3 million square meters.
(5) Other new energy utilization. The annual utilization of other new energy sources beyond the above-mentioned utilization methods reaches 50000 tons of standard coal.
3. Organizational management and incentive policy indicators. It mainly includes three items, including local policy support, construction of public service platforms, construction of supporting facilities, and publicity and education. The first three items are mandatory, and the last one is a reference.
3、 Basic requirements
(1) We attach great importance to the work of planning and formulation. From the perspective of sustainable urban development, we should enhance our understanding of the construction of new energy demonstration cities, and use planning as a starting point to implement the ideas and measures for urban new energy development. The competent energy department of the declared city shall, with the support of the local government and the cooperation of relevant departments, organize the preparation of a development plan for new energy demonstration cities, tap into the potential of new energy development, clarify the development goals, project layout, operation mode, and policy measures of urban new energy. Provincial energy regulatory departments should actively organize, guide, and coordinate the planning and development of new energy demonstration cities in their respective regions.
(2) Comprehensive and coordinated development of new energy utilization. Reasonably selecting advantageous new energy resources, based on the principles of suitable scale application, mature technology, and economic rationality, and under the premise of overall planning and systematic organization, comprehensively utilizing various types of new energy, forming a large-scale utilization and overall supporting industrial system. Encourage the demonstration of distinctive new energy utilization projects, support the utilization of technologies such as smart grids, new energy storage, and new energy transportation in cities, and create innovative conditions for the large-scale utilization of new energy.
(3) Explore the development mode and policy mechanism of distributed new energy generation. Starting from the development law of distributed new energy generation, based on the grid structure and power load characteristics, urban distributed new energy generation should be developed according to local conditions, and the generated electricity should mainly be used for local users' own use or consumed within the local grid. Explore policy mechanisms to adapt to distributed new energy generation, establish policies and management mechanisms for competition between user side distributed generation and grid power supply, and enhance the market competitiveness of distributed generation.
(4) Innovative urban new energy development model. By promoting the large-scale utilization of urban new energy and focusing on building innovative supply models for urban new energy. Exploring a new operational management model for the development of urban new energy based on the principles of "government support, enterprise responsibility, market operation, and multi-party support". Encourage specialized investment and business enterprises to participate in urban new energy construction, encourage similar projects to be invested, constructed, and operated by the same project legal person, and form economies of scale in the utilization of urban new energy.
(5) Strengthen organizational coordination and policy support. New energy demonstration cities should establish a comprehensive and coordinated management system and working mechanism for the utilization of new energy. All departments should closely cooperate and coordinate the promotion of urban new energy utilization, so that various types of new energy complement each other and form a good overall development effect. Encourage provinces (regions, cities) and declared cities to formulate economic support policies that are conducive to the development of urban new energy based on local conditions.
Please ask the development and reform commissions (energy bureaus) of each province (region, city) to select cities with good new energy resource conditions and development foundations in their respective regions according to the above requirements, and organize the planning and application work for new energy demonstration cities. Each applying city should strengthen organizational coordination, carry out planning and preparation work in accordance with relevant requirements, identify local new energy resource conditions, clarify development ideas, development goals and implementation plans, and submit them to the National Energy Administration after initial review by the provincial energy regulatory department. The National Energy Administration will organize experts to review the application materials for the planning and development of new energy demonstration cities, and based on the expert review opinions, provide approval opinions for the new energy city planning, which will serve as the main basis for the preparation and implementation plan of new energy demonstration cities.
